STANDARDS BUREAU UNDERGOES INTERNAL QUALITY AUDIT

On June 17, 2025, the Standards Bureau (SB) conducted its Internal Quality Audit (IQA) at the DHO Conference Room of the DSWD Central Office focusing on its regulatory services, with significant attention paid to the newly implemented Harmonized Electronic License and Permit System (HELPS). The audit, an important step in ensuring the Bureau’s commitment to quality and efficiency, saw auditors from various Field Offices leading the rigorous review.

The IQA meeting centered on a comprehensive discussion of the SB’s operational effectiveness and adherence to established standards within its regulatory functions. A key highlight of the audit was the in-depth examination of HELPS, a system designed to streamline and improve the processing of licenses and permits.

Leading the audit team were Mr. Marc Gemro Bellena, Planning Officer II from Field Office V, and Mr. Noel Acampado, Head of the Policy Development and Planning Section from Field Office XI. Their expertise ensured a thorough and objective assessment of the Bureau’s processes and the performance of HELPS.

The findings and recommendations from this IQA are expected to play a vital role in identifying areas for improvement, enhancing the efficiency of the Bureau’s regulatory services and optimizing the user experience of the HELPSsystem.
