STANDARDS BUREAU ENGAGES MEDIA ON KEY INITIATIVES: ONLINE PERMIT SYSTEM AND PRE-MARRIAGE COUNSELOR ACCREDITATION

The Standards Bureau (SB) recently held a series of media forums, providing insights into its latest initiatives aimed at streamlining government services and strengthening community foundations. The forums featured key officials who discussed the Harmonized Electronic License and Permit System (HELPS) and the Accreditation of Pre-Marriage Counsellors (PMC).
The first media forum, held on April 7, 2025, featured Atty. Megan Therese Y. Manahan, Director IV of the Standards Bureau. Atty. Manahan discussed the Harmonized Electronic License and Permit System (HELPS), a groundbreaking initiative designed to streamline and digitize the licensing process of the Bureau. During her presentation, Atty. Manahan highlighted how HELPS will significantly reduce processing times, enhance transparency, and be a stress-free platform for all Social Welfare and Development Agencies (SWDAs) and individuals. “HELPS is a testament to our commitment to good governance and digital transformation. It will create a more efficient and user-friendly environment for all stakeholders,” Atty. Manahan stated.
Following this, Ms. Anna Maria Alexa G. Ledesma, Standards Development Division (SDD) Chief of the SB, took the spotlight for two separate media forums dedicated to the Pre-Marriage Counselor (PMC) Accreditation. The first of these sessions was held on May 3, 2025, with the second following on May 8, 2025.
During both forums, Ms. Ledesma emphasized the role of the Pre-marriage Orientation in preparing couples for the responsibilities and challenges of married life. She emphasized that the accreditation program for PMC is designed to standardize the qualifications, training, and ethical conduct of individuals who provide pre-marriage counseling services. “The accreditation ensures that couples receive guidance from competent and ethical professionals. This is relevant for fostering healthy foundations for marriages and, by extension, strong families,” Ms. Ledesma explained.
The series of media forums underscored the SB’s proactive approach in engaging with the public through media partners, ensuring that information about its programs and initiatives reaches a wider audience. The implementation of HELPS is not just a project; it is a collaborative journey towards improved efficiency and convenience for all stakeholders involved. Meanwhile, the PMC Accreditation is a proactive step towards reinforcing the institution of marriage in the Philippines.
