HELPSystem Sees Over 200 Requests in First Week

The DSWD Standards Bureau (SB) has reported a strong initial response to its newly launched online system, the Harmonized Electronic License and Permit System (HELPS). Since its official launch on February 18th, the platform has processed 218 requests for account verification and creation, signaling a successful move towards digitalizing the Bureau’s regulatory services.

Director Megan Therese Manahan shared the encouraging figures during the DSWD’s Thursday Media Forum on February 27th. “Maganda po siyang statistics kasi nag-launch lang po tayo ng February 18… it has been just more than a week. It’s good feedback on our end,” Dir Manahan shared.

The digital platform is significantly reducing processing time and efforts both for the SWDA applicants and SB assessors/processors. For instance, RLA applications, which previously took twenty (20) working days, are now expected to be completed within seven (7) working days. The Visions of Hope Foundation, the first to apply for a public solicitation permit through HELPS, received their Public Solicitation Permit in just two (2) days, a marked reduction from the original 20-day duration.

Director Manahan highlighted the positive feedback from SWDAs, noting that the system is seen as a welcome acknowledgment of their vital work. She also emphasized that the system aligns with President Ferdinand R. Marcos Jr.’s directive to digitalize government services.

Simultaneously, Dir. Manahan unveils the Kaagapay Donations Portal, an online platform designed to facilitate donations. This portal enables donors to contribute cash and in-kind donations directly to the DSWD for disaster relief operations as well as to the DSWD centers and residential care facilities (CRCFs). Furthermore, the Kaagapay portal connects donors (for cash & in-kind donations) with DSWD-registered and licensed SWDAs, and local government units (LGUs) actively involved in humanitarian response during disasters and emergencies.

The HELPSystem, along with the Kaagapay Donations Portal, facilitates online donations, represents the DSWD’s ongoing efforts to streamline its services, and enhance accessibility for stakeholders. (PJE)
