Empowering the DSWD Field Offices’ Standards Sections, HELPS Account Managers, and Team Members through the HELPS: Step-by-Step Demonstration
On February 24, 2025, the Standards Bureau (SB) marked another milestone in its commitment to improving service delivery through conducting a comprehensive step-by-step virtual demonstration on the Harmonized Electronic License and Permit System (HELPS).
This activity aims to equip the DSWD Field Offices’ Standards Section, designated Field Offices’ HELPS Account Managers, and other significant team members with the necessary skills to effectively address inquiries and provide technical assistance to stakeholders in their respective regions.
In her welcome remarks, SB Director Atty. Megan Therese Y. Manahan emphasized the importance of the HELPS in modernizing the methods of service delivery within the Department of Social Welfare and Development (DSWD) and expressed her hope that it would enhance collaboration among different sectors.
“With HELPS, we are not only simplifying our work but also ensuring that we can better serve our stakeholders,” Atty. Manahan said.
Session Highlights
The first session was led by Ms. Bennizh Kyle G. Vail, Social Welfare Officer III from the Standards Development Division (SDD) of SB. This session focused on guiding participants through the registration, licensing, and accreditation processes within the HELPS portal.
Meanwhile, Ms. Le’ Ann Rose P. Camante, Project Development Officer III from SB-SDD, discussed the process of application for public solicitation, both for regular and temporary permits. The final session featured Ms. Maureen Joy G. Calleja, Project Development Officer III from SB-SDD, who presented the duty-exempt importation procedures. This segment was particularly vital for stakeholders engaged in the importation of foreign-donated goods.
After every session, a plenary discussion was conducted which provided an opportunity for participants to ask questions and clarify any uncertainties regarding the application processes through the HELPS.
As the sessions concluded, Mr. Hernan Z. Perez, Social Welfare Officer IV from the SB-SDD, closed the activity on behalf of SB Assistant Bureau Director Cynthia V. Ilano. He reiterated the transformative potential of the HELPS in enhancing operational efficiency within the DSWD.
“The implementation of HELPS is not just a project; it is a collaborative journey towards improved efficiency and convenience for all stakeholders involved,” Mr. Hernan stated.
The introduction of the HELPS portal is a significant step toward streamlining and enhancing the processes related to Registration, Licensing, Accreditation, Public Solicitation, and Duty-Exempt Importation for Foreign Donated Goods. (MGCBA)
