DSWD Standards Bureau Prepares SWDAs for the HELPS Launch and Ensures their Legitimacy of Public Solicitation Activities through the Kaagapay Donation Portal
The DSWD Standards Bureau (SB) successfully concluded its Second Batch of the Harmonized Electronic License and Permit System (HELPS) soft launch, a crucial step towards the system’s grand launch last February 18, 2025.
Held from February 3-7, 2025, the five-day activity aimed to equip Social Welfare and Development Agencies (SWDAs) and other stakeholders with the necessary knowledge and skills to navigate the new digital platform smoothly. The HELPS is designed to streamline and digitize the application, processing of licenses and permits related to social welfare services, and increased efficiency and transparency of transactions.
The soft launch proved to be a practical and engaging experience for participant SWDAs. Within the set time for the soft launch, the SB facilitated 13 verifications of RLA (Registration, License, and Accreditation), four (4) applications for CRLTO (Certificate of Registration and License to Operate), one (1) application for Accreditation, and one (1) application for Public Solicitation. These practical applications provided valuable hands-on experience, allowing SWDAs to understand the process, appreciate and identify potential areas for improvement.
An integral part of the activity was the open discussion, where participants actively engaged with SB processors and assessors. The session provided a platform for SWDAs to raise questions, seek clarifications, and address issues and concerns regarding the HELPS. This interactive exchange ensured that participants were well-prepared and confident in using the system once it was publicly launched.
Furthermore, the SB also conducted orientation regarding the Kaagapay Donations Portal. The SB ensures that all SWDAs are registered under the new guidelines for them to be included in the Kaagapay Donation Portal. This will pave the way for the SWDA’s legitimacy of public solicitation activities.
The SB anticipates that the implementation of HELPS and Kaagapay Donations Portal will significantly contribute to the efficiency and transparency of social welfare service delivery, benefiting both SWDAs and the beneficiaries they serve. (PJE)
