The Department of Social Welfare and Development (DSWD) Standards Bureau (SB) held a two-day virtual technical assistance session for Social Welfare and Development Agencies (SWDAs) in Region V. The activity focused on registration, licensing and accreditation process using the DSWD Harmonized Electronic License and Permit System (HELPS).

Following the Memorandum Circular No. 18, Series of 2024, the virtual technical assistance session provided comprehensive guidance on the application processes, required documents, and compliance standards for securing a Certificate of Registration and License to Operate (CRLTO), as well as Accreditation.

Mr. Marc Gemro B. Bellena, Officer-in-Charge of the Policy and Plans Division in DSWD Field Office V, set the activity by delivering his opening remarks. Ms. Cielo Marie P. Marmol, Division Chief of the Standards Compliance Division then welcomed the participants highlighting the Department’s ongoing dedication to helping SWDAs successfully secure their permits.

The technical assistance session drew significant participation from both public and private SWDAs across the Bicol Region. 

On the first day, May 20, the session gathered a total of 67 participants representing 35 distinct SWDA organizations. Engagement expanded on the second day, May 21, recording 84 participants which included representatives from 33 private SWDAs and 15 public Social Work Agencies (SWAs).

The two-day activity focused on clarifying regulations and simplifying compliance. This hands-on assistance will help SWDAs secure their registrations, licenses and accreditations much faster. (PJE)
