During the DSWD Thursday Media Forum last February 5, 2026 held at the New Press Center in Quezon City, the Department of Social Welfare and Development (DSWD) reaffirmed its commitment to rigorous oversight of social welfare and development agencies (SWDAs) to ensure the safety and dignity of the marginalized and disadvantaged sectors.

Atty. Megan Therese Y. Manahan, Director IV of the Standards Bureau (SB), detailed the Bureau’s mandate on regulating, monitoring, and ensuring that organizations delivering social welfare and development programs and services operate legally, ethically, and effectively to protect the marginalized, vulnerable, and disadvantaged sectors.

Under Republic Act No. 10847, the law is explicit: “No social welfare and development agency shall operate and be accredited as such unless it shall first have registered and secured a license with the Department of Social Welfare and Development.” (Section 23, as amended) This regulatory framework serves as the primary defense against the exploitation of vulnerable individuals, ensuring that help is provided in a structured, safe environment.

The forum highlighted a recent enforcement action involving an unlicensed residential facility operated by Bench TV. Following reports of unauthorized operations, the SB conducted a joint monitoring visit together with the Field Office IV-A CALABARZON, local government unit (LGU) of San Pedro, Laguna, and its local barangay personnel. In addition, the team provided technical assistance (TA) to Bench TV to apply for a Certificate of Registration and License to Operate (CRLTO) within 30 days.

Twelve residents were rescued and subsequently assessed by DSWD social workers. These individuals are now receiving appropriate physical and mental health interventions.
