To further professionalize the monitoring and regulation of child welfare programs and services, the Standards Bureau (SB), through its Standards Development Division (SDD), held a second Learning and Development Intervention (LDI) for its personnel and the Field Office Standards Sections last February 20, 2026 via Google Meet. 

The session centered on the National Authority for Child Care’s (NACC) Memorandum Circular No. 03, Series of 2024, also known as the “Guidelines on the Certification of Adoption and Alternative Child Care (AACC) Programs and Services.” 

In her opening remarks, Assistant Bureau Director Cynthia V. Ilano mentioned that the second LDI aimed to bridge the gaps between policies and practices, “Through aligning the Department’s standards with the latest NACC policies and guidelines, we ensure that our institutional capacity is as strong as the families we strive to build and protect.”

Meanwhile, Ms. Maria Charisma A. Cid, Social Welfare Officer V and Division Chief of NACC’s Standards, Accreditation, and Monitoring Division (SAMD), served as the lead resource person, providing an in-depth overview of the new guidelines, relevant laws, and recent policy developments that impact the certification process for AACC programs.

The LDI was designed to provide the participants with a comprehensive understanding of the regulatory frameworks governing both public and private Social Work Agencies (SWAs) that provide alternative child care. (MGCBA)
