DSWD Standards Bureau Boosts 'PASPAS Serbisyo' with GCash Integration into HELPS

In a move to significantly enhance user convenience and streamline government transactions, the Department of Social Welfare and Development (DSWD) has officially integrated GCash as a new payment method into the DSWD Harmonized Electronic License and Permit System (HELPS) on July 30, 2025. This integration is a key component of the Department’s “PASPAS Serbisyo Program” initiative, which prioritizes fast, efficient, and stress-free service delivery by leveraging digital technology.

Applicants for various regulatory services can now look forward to a seamless, stress-free, and fast application process for Registration, Licensing, and Accreditation of Social Welfare and Development Agencies (SWDAs), Public Solicitation Permits, and Duty-Exempt Importation of donated goods. With the addition of GCash, users gain greater convenience in settling their application fees. Other established digital payment channels, such as Landbank of the Philippines (LBP) and Maya, remain available, ensuring applicants have a variety of flexible
payment options.

The Standards Bureau (SB) highlighted that the expanded payment options are part of its commitment to modernize and centralize DSWD’s regulatory services, minimizing payment touchpoints and accelerating the overall turnaround time for applications. (PJE)
